A Panamanian diplomat of the younger generation, Juan Carlos Monterrey Gómez serves as Panama's special representative for climate change and leads his country's delegation in international negotiations. Founder of the organisation Climate Resilient, he was elected a vice-president of COP30, a rare responsibility for a negotiator in his early thirties. He speaks for one of the few nations that absorb more carbon than they emit, and argues for nature protection and climate finance to sit at the heart of global agreements.
He represents a new generation of negotiators from the Global South, combining technical expertise, national credibility and the ability to make smaller countries heard in global forums.
